ST stands for Schedule Tribes. The Indian Constitution where the phrase "those tribes or tribal communities, or portions or groupings within such tribes or tribal communities," as used in Article 366, "are deemed under Article 342 to be Scheduled Tribes for this constitution." Following consultation with the Governor of that state or Union territory, the President may designate the tribes or tribal communities, or regions within them, that shall, for this constitution, be regarded as scheduled tribes about that state or Union Territory, as the case may be.

Any tribe, tribal community, or component of a tribe, may be added to or removed from the list of Scheduled tribes as indicated in a notification made under the clause. However, a subsequent notification may not modify a notification issued under the article above, as provided above. As a result, following consultation with the relevant State governments, the President's notification order establishes the first list of Scheduled Tribes in reference to a given State or Union Territory. A Parliamentary Act can only afterward change these orders.
